Check fuel flow from fuel pump while cranking. It should pulse fuel, put your finger over it and see if it can build a little pressure. If not, replace pump. Now you have ruled out proper fuel flow (TO) the carburetor. If it still acts up, a carb cleaning / rebuild should be done.
