This is definitely the stone I'm missing, as I've never been to reeking cave before this and it took forever for me to find it. I've scoured the game and rechecked all the other places that had the stone and I've definitely got them. Originally the Dark Brotherhood stone and the Thalmor Embassy stone were the ones that you had one chance to get. They have since been moved to different locations so that you can get them. You still have to kill/join the dark brotherhood to get theirs but you can go into the cave before doing the Thalmor Embassy quest.
