I would suggest doing a compression test on it warm up the engine first then make sure the choke is not shut and the throttle is full open to allow air to enter freely. Let oil bleed out the line until no bubbles are present then tighten the fitting. Be careful as the steering wheel may jump after the bubbles are gone.
