Most likely you have an aftermarket turbo on nit with no exhaust brake. I don't know how to tell without you taking some pictures and posting them here.

Jake brake uses engine compression for braking. So if not in gear it does nothing (except maybe kill the engine) and how effective it is depends upon which gear you are in. So in neutral it does nothing.
