Yeah the Xbox app doesn't seem to really work as it should, it is missing very main and basic feautres, but there is a workaround. I personally downloaded "Xbox Console Companion" onto my PC, and from there I do most of the Xbox profile management, such picture, clubs, activities etc. I hope that helps. Regards.
