For anyone trying to get starlight charging to work, you need 4 blocks of metal (tyrian steel for teir III) 3 blocks out diagonally and two blocks above the charger. So 4 3-high pillars at the corners of a 7x7 box, with the charger in the middle. You also need starlight charger catalysts, which also come in tiers.
